Covid-19, it is official: Piacenza is also in the red zone until 3 April

New national measures to contain the Covid-19 emergency have been defined. The Prime Minister signed the decree overnight.

Emilia Romagna : five provinces closed. The red areas will therefore be extended to Lombardy and 14 other provinces.
This is the government's crackdown on the new ministerial decree for the containment of the national health emergency, valid from 8 March to 3 April.

During the night, Prime Minister Giuseppe Conte signed the decree limiting mobility within Lombardy and in 11 other provinces, including Piacenza, to drastically limit the spread of the Coronavirus. 

The draft that had circulated in the evening of Saturday, March 7, and already ended up at the center of controversy over the lack of clarity of the document.

In the coming hours, however is expected to be released new operational and practical guidance to be provided to citizens who, currently, still have many questions and doubts.

According to the statements made by the Prime Minister, this would not be an "absolute ban": trains and planes are not blocked, it will be possible to move for proven work needs or for emergencies and health reasons. But the police will be able to stop citizens and ask them why they are moving.

New national measures to contain the Covid-19 emergency have been defined.  There is still no official certainty, but the indications of the national health authorities are clear. 

In Article 1 of the draft of the new government decree, which appeared in several previews, in fact, which should be launched in the next few hours, there is a ban on entry and exit from Lombardy and 11 other provinces, and the extension of the controlled areas to Piedmont and Emilia-Romagna. It will only be possible to enter and leave these territories for "serious and unavoidable" work or family reasons. 

In detail, the provinces that have become "red zone" are the following: Modena, Parma, Piacenza, Reggio Emilia, Rimini, Pesaro and Urbino, Venice, Padua, Treviso, Asti and Alessandria.

The measures in the new red zones

According to the first rumors, one can go in and out for family and work reasons. Discos, amusement arcades, museums, gyms and swimming pools will be closed. Restaurants and bars open but with a mandatory distance of one meter. All public events and skiing activities will be suspended. 

A Stop to public competitions with the exclusion of health personnel. Commercial activities must strictly respect the distance of one meter between customers, if they are not able to do so due to logistical or structural difficulties of the shops must close, or else a huge fine will be imposed.  No access to emergency rooms and hospices; business meetings must be postponed and smart working must be preferred. 

ARTICLE 1 OF THE DECREE: 

Urgent measures to contain the contagion in the Lombardy region and in the provinces of Modena, Parma, Piacenza, Reggio nell'Emilia, Rimini; Pesaro and Urbino; Venice, Padua, Treviso; Asti and Alessandria )

1. In order to counter and contain the spread of the COVID-19 virus in the Lombardy region and in the provinces of Modena, Parma, Piacenza, Reggio nell'Emilia, Rimini, Pesaro and Urbino, Venice, Padua, Treviso, Asti and Alessandria the following measures are taken:

a) absolutely avoid any movement into and out of the territories referred to in this article, as well as within the same territories referred to in this article, except for movements justified by unavoidable work requirements or emergency situations;

b) subjects with symptoms of respiratory infection and fever (over 37.5° C) are strongly recommended to stay at home and to limit social contacts as much as possible while contacting their doctor;

"We received just three hours ago from the Ministry of Health the draft of the two new Dpcm with the further restrictive measures against coronavirus. Some of these prefigure in the eyes of many the possible introduction of a large "red zone", extended from Lombardy to several provinces of Emilia-Romagna, Veneto, Piedmont and Marche.

This is not exactly so, but some parts of the measure may be of dubious interpretation and will be difficult to apply tomorrow. There are even those who are asking whether or not they will be able to go to work on Monday or whether or not they will be allowed to suspend production.
